Overview

Touro University Medical Group, a subsidiary of Touro University California, is a private academic medical practice located in Stockton, CA. The Fiscal Affairs Manager for Touro University Medical Group (TUMG) will prepare and maintain financial records to track the organization’s assets, liabilities, profit and loss, tax liabilities, and other related financial activities. The Fiscal Affairs Manager will be part of 4-person administrative team. This is an in-person role.

Responsibilities

The Fiscal Affairs Manager will be providing specific supporting and analytical reports related to the fiscal function for TUMG to include but not limited to financial schedules, and other related analysis work. In addition, this individual will be knowledgeable in all of the functions of the accounting department to include purchasing, accounts payable and accounts receivable.

 

  • Create monthly and annual reports of clinic revenue and expenses for partner hospital. These reports include provider-by-provider and department-by-department productivity reports and expense allocations. Respond to follow up questions from partner hospital regarding reports.
  • Complete account reconciliations on a monthly basis.
  • Posting of all TUMG accounts receivable deposits. This includes collections and other revenue (cash, checks and credit cards).
  • Support the accounts payable function to ensure timely processing of payments and no late charges or interest is incurred due to untimely payment.
  • Serve as a back-up to the accounts payable and Touro University California fiscal affairs staff on an as needed basis.
  • Serve as primary point of contact for all questions related to procurement for TUMG. Provide end user training relating to the purchasing process, accounting policies and procedures, and general accounting questions. Process complex requisitions and RFP/RFQs.
  • Reconcile petty cash.
  • Assist with creation and tracking of TUMG budget.
  • Enforce compliance with TUC credit card policies by TUMG and TUMA staff. This includes ensuring timely processing of payments, ensuring charges comply with company purchasing policies and procedures, requesting the ordering of new cards and canceling of old cards when necessary.
  • Maintaining a clean “Incomplete Document” including the removal of all requisitions, invoices and journal entries that are not processed completely or denied.
  • Assist Touro University System with all audit requests and requests related to filing of tax returns.
  • Create and post adjusting journal entries.
  • Prepare accounts payable accrual reports for financial statement closings, as requested.
  • Process business license renewals and the like.
  • Calculation, processing and payment of quarterly state sales and use taxes for TUMG.
  • Produce error-free accounting reports and present their results.
  • Conduct a detailed analysis of general ledger accounts
  • Maintains knowledge of acceptable accounting practices and procedures.

Qualifications

Bachelor’s Degree preferred but some college coursework and accounting experience of at least two years could be substituted for the degree.  Bachelor’s Degree plus at least two years of work experience in an Accounting department is strongly preferred.

Maximum Salary

USD $75,000.00/Yr.

Minimum Salary

USD $60,000.00/Yr.
